Public Records Audit


To test Sac State's motto of transparency, 11 reporters from The State Hornet and Californians Aware, the center for public forum rights, visited local education agencies and requested public records on March 24. The reporters were instructed to make an oral request as an average citizen and not state their affiliation with the newspaper unless the agency required the information to complete the request. Later that day, each auditor also mailed a more extensive written request to the agency. By law, the agencies were allowed 10 days to send the auditor a letter of determination stating whether or not they could see the documents. Based on detailed scoring forms the auditors filled out, Californians Aware graded the agencies on legal compliancy and customer service.

Agencies speak out

Local education agencies reply to audit, offer other perspective.

Following a public records audit which several State Hornet reporters participated in, six of the 18 local public education agencies applauded the effort for seeking transparency, but were displeased with the audit's execution and the number of documents requested.

In an e-mail sent today to Hornet reporter Mitchell Wilson, Lozano Smith, the attorney representing the Elk Grove School District, wrote that Sacramento State President Alexander Gonzalez had requested that State Hornet reporters withdraw recent public record requests.
