I'm confused about how this headline is relevant to more than 1/3 of this story. Also I don't really understand how moving Heskin from one office to another has anything to do with the budget. Either it's bureaucratic BS that makes no sense or it wasn't fully explained. I mean, structural deficit? Come on, now that Heskin is in a new location the budget problems are solved? Sounds like Jones talked this reporter in circles.
